内蒙古城市现代化水平综合评价与分析

Comprehensive evaluation of urban modernization of Inner Mongolia

城市现代化是城市素质的综合反映,城市现代化水平评价是衡量一个城市综合竞争力的最有效方法。本文根据城市现代化的概念与内涵,构建了内蒙古城市现代化评价指标体系与测度模型,运用层次分析法对自治区20个城市的现代化水平进行了综合评价与分析。结果表明:(1)内蒙古城市现代化的整体水平偏低,尚处于现代化的准备阶段,距离完全实现城市现代化还有很大差距;(2)各个城市的现代化水平差别较大,且各个层面的现代化水平发展亦不平衡;(3)地级市的现代化程度高于县级市,西部地区城市的现代化水平高于中东部地区。

Abstract： Urban modernization is the comprehensive reflection of urban diathesis. The evaluation of urban modern- ization is the most valid method to measure the urban comprehensive competition ability. Based on the conception of urban modernization, an index system which included 6 levels and 40 indexes is established. Furthermore, the mathematics model evaluating urban modernization is also set up. The 6 levels of urban modernization include economic modernization, social modernization, living modernization, population＇s modernization, scientific and tech- nical modernization, environmental gardenization. The weights of 40 indexes are calculated with the method of AHP （Analytical Hierarchy Process）. Urban modernization levels of 20 city in Inner Mongolia are calculated and analyzed based on the mathematics model. The results show that（ 1 ）in general, the urban modernization level of Inner Mongolia is lower and in a initial stage, there is still a big gap to realize urban modernization completely; （2）the urban modernization levels of the cities are very different, they are in different modernization development phases respectively ; （3） the urban modernization level of the regional cities are higher than those of the counties, and the urban modernization level of the west area are higher than those of the middle and east area, but the urban centers in the middle and east area are in the araduallv-forming process; （4） the urban modernization levels of different hierarchies are not balanced; the degrees of economic modernization and social modernization are higher, but the degrees of scientific and technical modernization and environmental gardenization are generally lower; （5）to the urban modernization level of each city, the urban modernization level is not harmonious. For example, the comprehensive evaluation values are high in some cities, but the each levels＇ evaluation values of these cities are not high accordingly, and vice versa.
