The Fact and Causes of Family Violence and Its Countermeasures——A Discussion Based on Public Policy and Social Gender

在文献研究和对项目县进行访谈的基础上认为,妇女是家庭暴力的主要受害者;性别不平等的社会观念是引发家庭暴力的根本原因。家庭暴力的预防和制止一直缺乏行之有效的解决途径,除了倡导性别平等的社会观念以外,目前预防和制止家庭暴力的当务之急是建立、完善和协调相关法律法规,加快立法进程,以及加快多部门多层次的协调与合作。此外,妇女的参与对于预防和制止家庭暴力有积极作用。

Based on a literature research and field survey in the pilot counties, this paper finds out that women are much more vulnerable in family violence in China, and gender inequality is the essential reason for that. As there has been no effective way to prevent and terminate the phenomenon, the paper holds that besides promoting the social conception of gender equality, the most urgent tasks are to set up and coordinate the related laws and policies, as well as to promote the coordination of involved departments. In addition, women＇s social participation has positive effects on preventing and terminating the violence.
