我国初级卫生保健的政府购买模式适用性分析

The Applicability Analysis of Government's Buying patterns for Primary Health Care in China.

笔者针对目前对初级卫生保健采取政府购买补偿模式的热烈讨论,根据政府购买基本组成要素,结合我国实际情况对实施初级卫生保健政府购买的适用性进行了简单的分析。结论把政府购买作为解决我国目前卫生补偿效率低下等问题的主要战略是不明智的;在现有条件下还不适应对初级卫生保健执行政府购买的模式,但可以将其作为政府补偿的一种补充形式进行深入研究和探讨。

According to the hot discussion about government purchase of primary health care, this paper aims to analysis if government purchase of primary health care is feasible under the present situation, which is based on the essential elements of government purchase. It is unwise to resolve the problem of lower effectiveness in health care systems of China by the strategy of government purchase. However, we could explore further the purchase to compensate primary health care in future health care system.
