摘要
在分析总结我国产业集群发展演化和缺陷的基础上,提出了产业集群创新的三个路径:集群结构创新、集群技术创新和集群理念创新;并由此提出了由政策规划、政策制度、政策激励、政策协调和政策倡导构成的"五轮驱动"政策创新模型;从政府公共政策角度出发,提出并分析了馈式动态循环的政策设计流程。以此为基础,设计出一组以集群可持续发展为目标的、面向集群创新的政策创新与应对。
Through analysis of developing evolvement and defects of industry cluster in China in recent years, this paper puts forward three paths of cluster innovation ： cluster structure innovation, cluster technology innovation and cluster thoughts innovation. It also advances the five -wheel drive＇ policy innovation mechanism made up of policy programming, policy system, policy encouraging, policy coordination and policy sparkplug. Starting from public policy design, a design process based on retroactive and dynamic circle is suggested. According to the model, a series of policy frames are designed.
