东汉建武元年,国家开始设置河南尹。河南尹既是畿辅地区的名称,也是京畿地区长官的名称。作为京畿地区长官的河南尹具有对畿辅地区和首都洛阳的管理权,并且,起到保证首都洛阳社会安定的作用。东汉国家还使河南尹能够参与国家的政务和礼仪活动。国家可以从中央和地方官员中选任河南尹,对河南尹的选任注意到籍贯的回避。从河南尹的职掌和选任的情况来看,河南尹具有比较明显的地方官特征。

In the first year of Jianwu in Eastern Han Dynasty,He'nanyin was established,which was both the name of the Jifu region and the title of the chief executive of this region.He'nanyin,as the highest official of the Jingji region,possessed the administrative power over the Jifu region and the capital city of Luoyang.It also played the role of maintaining the social security of Luoyang,and could take part in state affairs and ceremonial events as well.The government could select Henanyin from central and local officials by excluding residents of certain regions.In a word,judging from its responsibilities and selection,He'nanyin has the distinctive features of a local officer.
