The paper has expounded two key factors - talents and mechanism in enterprise′s competitive power. Considering personnel selection, staff′s training, performance appraisal and incentives, it has also illustrated the establishment of effective mechanism, which will develop talents'potential, teamwork performance and enterprise′s competitive power.
