Aiming at the importance of project balance, it represents the three aspects which must be thought much of in doing well the project balance, that is the collecting and managing of the balance basic data, the calculation of quantity and the calculation of the cost, and the crite- rion of balance data, and discusses how to manage the relation of owner, supervision and design and so on the related enterprise, to do the balance better.
