对黑龙江省技术创新政策进行了研究,并在认真分析黑龙江省技术创新政策存在的不足的基础上,构建了黑龙江省技术创新政策体系,提出完善黑龙江省技术创新政策体系的建议和保障措施,为增强黑龙江省技术创新水平提供了决策支持。

On the national background of encouraging technical innovation,Heilongjiang＇s government has carried out a series of policies that encourage corporations to take technical innovation. This paper works on these policies,and establishes a system about them after analyzing deficiencies. Then in order to improve technical innovation level of Heilongjiang, advice and measures are given.
