实现残疾人劳动权利不仅是从生存价值,更是在人格尊严的基础上弥补残疾人自身缺陷所带来的不幸。根据我国"十五"期间残疾人就业的数据为基础,结合残疾人失业现状结合其自身的特点,深入分析我国残疾人失业形成原因。通过完善特殊法规、合理使用就业保障金、加强自身素质和劳动能力等措施保证其就业权的实现,保障残疾人平等充分参与社会生活。

Guaranteeing the rights of disabled people to work within their ability can not only help them in a livelihood sense, but also remedy their physical misfortune by building their dignity and self-esteem. Based on the data of the employment of disabled people during the 11th five-year plan period and the specific conditions,this paper analyzes the causes of unemployment. We should guarantee the rights by formulating special laws,using the employment security fund reasonably, and enhancing disabled people＇s education and vocational ability.
