"中央要有权威"是邓小平的一贯思想。特别是进入新时期以后,他根据改革开放和现代化建设事业的现实要求,不仅系统论述了加强和维护中央权威的重要性,而且从正确认识和处理中央与地方的关系、坚持和健全民主集中制、加强中央领导集体建设三个方面,对如何加强和维护中央权威作了新的阐发,继承和发展了马克思主义的权威理论。这一重要思想,已经并将继续指导我们在新的实践中切实做到"既能调动人民的积极性,又能保证我们有领导有秩序地进行社会主义建设",从而不断地把我们的事业推向前进。

“The Central Leadership Must Have Authority” is Deng Xiaoping＇s consistent idea.Especially after entering into new times,to meet with the realistic requirement of reforming and opening in China＇s modernizing construction, he not only systernatically analysed the importance of consolidating and maitaining the central authority of CPC, but also provided a new idea about how to do it from three aspects of understanding accurately and dealing with the relationships between central and local authorities,insisting on and perfecting democratic centralism, and strengthening the collective construction of central leadership. This important idea has and will have persistently guided us in putting “Not only being able to arousing the enthusiasm of the masses,but also being able to ensure a norreal work schedule under leadership for carrying on sccialist constuction. “into new practice, thus pushing forword our course consistantly.
