摘要
伴随社会的发展过程中人员流动的频繁与加快,辽宁竞技体育人才流失问题已经对全省竞技体育水平产生了负面影响。面对现实,我们尝试从理论、政策建设与实践层面理清思路,对不同层次的后备人才施以不同的流动管理策略,尤其针对准备层人才应该给他们提供更好的成长环境、比赛机会和公平竞争机制,这也是辽宁竞技体育后备人才管理的重点,完善分层次管理与现有体制的衔接,最终使辽宁竞技体育厚积薄发、再创辉煌,同时也为我国竞技体育水平的整体提高做出更大贡献。
The flow of workers is becoming more and more frequent as the development of society. The lost of talent has already negatively affected the levels of competitive sports in Liao Ning Province. Face reality, we attempt to consider this problem from the perspective of theory, policy construction and practice. Different levels of reserved talents should apply different flow management strategies. Especially for the preparation level talents, we should provide the better growth environment, the competition opportunity and the fair competition mechanism to them, which is also a key point of Liaoning athletic reserve talents management. We should improve management based on levels and connect it with the current management system in order to make the development of competitive sport in Liao Ning boom again and at the same time contribute more for the national athletics sports level enhancement.
