软件质量三分靠技术七分靠管理，软件过程的规范管理和过程改善成为当前软件管理工作的棱心，CMM正是通过不断优化软件过程来实现软件质量控制的目的。本文主要阐述了CMM的概念和内涵，分析了CMM在我国的应用现状、CSMTC软件工作的现状和影响其软件质量的因素，探讨了CMM管理体系在CSMTC软件开发和维护工作中的应用意义和方法，给出了实施CMM管理需注意的几个问题。

Management plays a more important role in assuring the software quality instead of technique. The regular management of the software procedure and the improvement of the procedure become the most important part at the software management. CMM can efficiently control the software quality through optimizing the process of software. The definition and the meaning of the CMM is presented in this paper. The paper analyzes the application status in CSMTC and the factors affected the software quality. It also discusses the application significance and the method of the CMM in the CSMTC development and maintenance. Some problems in the CMM management are presented which should pay more attention to.
