上合组织能源俱乐部:互利共赢的新型能源合作平台

SCO Energy Club:a New Mutually Beneficial Energy Cooperation Platform

2007年12月5-7日,第四届中俄哈石油论坛在北京举行。来自中国、俄罗斯、哈萨克斯坦的政府官员、研究机构以及石油公司的代表就三国加强能源合作伙伴关系、促进能源生产和贸易、维护地区能源安全、推动油气领域投融资等问题展开了讨论,在促进三国能源市场有效衔接、寻求能源多元化等方面达成了广泛共识。在论坛上,中国国际问题研究基金会能源外交研究中心主任王海运先生所做的演讲——"上合组织能源俱乐部:互利共赢的新型能源合作平台"引起了三国代表的共鸣。与会代表认为,中、俄、哈都是上海合作组织成员国,上合组织能源俱乐部的早日成立必将对加强和保障上合作组织成员国及相关地区的能源合作与能源安全产生极大的促进作用。王海运先生在他的演讲中提出,要消除上合组织能源俱乐部建立的障碍,确保其成立后健康发展,关键是要明确能源俱乐部的建设理念,找到化解影响俱乐部建立的障碍性因素的途径,探明俱乐部发展的正确方向。可行的途径应是:贯彻"互利共赢"的理念;以"新型能源合作平台"作为俱乐部建设的方向;采取"积极稳妥"的建设方针。

The establishment of Shanghai Cooperation Organization Energy Club enhances and guarantees the energy cooperation between member states of SCO and related areas and greatly boosts energy security. In establishing SCO Energy Club,all member states should adopt the stance of 'grasping the opportunity,no fearing challenges,actively participating and steadily boosting'. As long as the member states implement the concept of 'mutual benefits',regard 'new energy cooperation platform' as the direction of SCO Energy Club,and adopt an 'active and stable' progression policy,SCO Energy Club can be established in a short time and have a healthy development,which will be beneficial to all member states and boost the 'global energy security'.
