美国白令海渔业社区发展配额及启示

The CDQs in the American Bering Sea fisheries and its inspiration

本文在介绍美国白令海渔业特别是其采用的社区发展配额制度的基础上,提出把渔村集体拥有配额("渔村配额")作为我国捕捞限额制度的一个组成部分,以此化解捕捞限额制度实施过程中可能出现的社会公正要求与海洋捕捞对规模作业的要求之间的矛盾。

Based on a brief introduction to the American Bering Sea fisheries, especially the community development quotas （CDQs） management system it adopted, the paper recommends that China should develop a ＂fishing village quota＂ as an integral part of its fishing quota system in order to resolve the conflict between the requirement of social equity and the requirement of scale of fishing that might arise when China puts into effect its fishing quota system.
