摘要
城市交通意外事件易造成交通拥挤、诱发新的交通意外事件,严重影响城市道路网的正常运行,首要之策是分析评估交通意外事件造成的影响范围,实施交通紧急控制与诱导。因此,本文提出交通意外事件紧急疏导配流方案生成方法。该方法由交通意外事件疏导范围确定和多目标交通疏导配流模型两部分组成,通过寻找合理的交通区域进行交通流的二次分配,根据事发前后区域出行总时间的变化寻找合理的疏导范围;在确定的疏导范围内,应用多目标交通疏导配流模型对交通流实施动态分配。该方法在方案生成过程中,兼顾疏导区域、总行驶时间、道路交通流量、道路交通流增量等诸多因素,形成交通意外事件紧急疏导配流方案,保障疏导范围内配流方案的可行性、平稳性和安全性。
An urban traffic incident is prone to cause traffic congestion and secondary incidents, which severely affects traffic operation and traffic safety in the urban road network. The most important task is to analysis an impact area of the incident and to implement an urgent traffic control and guidance project. Therefore, the paper proposes a generation method of an urgent dispersion assignment scheme for the incident. This method is made up of two parts: The determination of the dispersion scope and the multi-objectives traffic assignment model. The method firstly finds a candidate region for a traffic flow re-assignment, and then determines a dispersion scope according to the change of total travel time between before and after the incident. Finally, the multi-objectives traffic assignment model is utilized to actualize dynamic assignment .for traffic flow in the scope. During the process of the generation of the urgent dispersion assignment scheme, the method considers synthetically the dispersion scope, total travel time, traffic volumes of the links, traffic increments of the links, to ensure the assignment scheme generated feasibility, stationarity and safety.
