Urban Poverty in China:Social Assistance and Its Effects

本文利用两轮城市微观调查数据,分析了城市贫困救助体系的瞄准及其救助效率问题。研究表明,对于城市贫困的救助手段在城市经济体制转型过程中发生了明显的变化。而且,和国际上类似的项目相比较,中国目前的救助体系具有较好的救助效率。本文还分析了家庭和工人对贫困救助体系的反应,结果表明更好地设计救助方式将有助于避免贫困救助在劳动力市场上产生消极效应。

Using two rounds of micro survey data collected in China＇s big cities, this paper evaluates the urban poverty reduction system and its efficiency. The analysis indicates that the means to poverty reduction has a significant shift during the urban economic restructuring. In contrast to similar programs in other economies, urban poverty reduction system cored by Dibao program is relatively efficient. The paper also analyzes the response of individuals （households） to poverty reduction system, and the empirical result shows that improvement on the ways to poverty reduction will be helpful to avoid the negative effects on labor market behaviors.
