摘要
社会主义和谐社会的建构是一个复杂的社会系统过程。“和谐”构成了我国战略机遇期的社会主旋律，这充分彰显了我党把握当代中国现状的独特问题意识。和谐离不开秩序，秩序的形成又离不开规则，而规则的运行又必须有公民主体的参与。一个社会必须拥有足够多的理性规则，才能有大众的自由，公民规则意识的普遍觉醒使规则有效运行获得了合理性的基础。
The founding of socialist harmonious society is a complicated social systematic process and ‘harmony＇ constitutes the main melody of our society in the stage full of strategic opportunities. This fully shows that the Party has the consciousness to hold China＇s present conditions when facing lots of issues. Harmony is inseparable from order, the forming of order is inseparable from rules and the operation of rules needs the participation of citizens, for thy are acting as the main body. A society should have enough rational awakening of citizens＇ consciousness in rules will lay a rational foundation for effective operation of rules.
