工程价值链是工程价值构成活动的集合。循着价值链方向进行的成本控制活动可以全面、系统地对工程的成本进行管理，同时也可以促进价值链优化的深入开展。文章利用AHP模型，分析了价值链优化与成本控制的关系，进而得出了基于工程链优化的成本控制策略。

The program value chain is not only the assemblage of the activities which constitute the value of a program, but also the reflection of the costs caused b.y the formations for a program. The cost control activities based on VCM can be better and more thorough. On the basis of the AHP model, this article approaches the relationship between the VCM and the costs control activities. Then we can obtain the tactjcs based on the VCM for cost control.
