本文根据第三次工业普查资料，紧紧围绕两个根本性转变，对淄博冶金工业集团总公司技术进步和科研活动状况及与之相关的因素进行了分析对比，找出了经济运行质量不高、效益低的问题，并提出了解决这些问题应采取的几项措施。
