摘要 在航海教育和培训机构实施船员教育和培训质量管理体系已经历了近十年的时间,如何进一步保持体系持续改进和有效的运行,有许多问题值得研究和思考。在实践的基础上重点就追求教育质量应是建立和实施质量管理体系的内在动力;员工对体系的认同是保障和解决质量问题的根本;单位领导对质量工作的重视是质量工作最重要的推进力等认识问题进行了探讨。对不断改进和完善质量管理体系,提高教育和教学质量提出了建议。 The implementation of quality management system in seamen education and training has been carried out for about ten years by different levels of navigational education and training organizations. In the process, some concerns have emerged as how to ensure effective continuance of the system. Based on practical experiences, the article lays emphasis on discussion of different roles of understanding or recognition playing in the system implementation to pursue good quality of education and training is the motivation for the implementation, the understanding and recognition of the system on the side of staff is crucial to ensure good quality of training, attention from the senior level is the impetus for the work, etc. Some constructive suggestions have al- so been brought forward in the respect of how to improve the system itself as well as the teaching quality.
