作为东北振兴的龙头,大连市必须立足科学发展,切实改变投入多、产出少的经济增长方式,提高科学技术对经济增长的贡献。为此,政府必须引导社会和企业从几个方面下功夫:加强科技投入,提高产品技术含量;强化文化观念,提高产品和服务的文化附加值;着眼国际大市场,提高产品国际规则含量;树立环境意识,把环境与发展结合起来,走可持续发展道路,真正实现经济社会协调发展。

As the cock of north-east old industrial base reform, DaLian should base on scientific development, change the developing function of more investment but few in produce; raise the contribution of science and technology. For this, government should lead society and enterprises pay attention to such respects： strengthen the investment in technology, improve the technique content of production ; emphasize culture sense, improve production and service＇s extra value; accessing from international market, raise production＇s content of international regulations; set up environment sense, integrate the environment with development, take the way of continuous development, realize economy and society＇s harmonious development.
