The successful development of ＂the poor people economics＂ in China from transplantation to its roots has many constraints from the improvement of habitation rights including the less privileged citizens. It is necessary to solve the problem of people＇s livelihood about the habitation rights of the poor well based on the proposition that ＂habitation right is also the basic human right of the poor＂. However, the interactive effect between the impact of supply and deviation of aiming shows that it is still a difficult problem to take the habitation right of the poor from document into practice.
