党领导人大与人大监督党之辨析

党领导人大,人大接受党的领导既是中国社会历史发展的必然,也是世界政治制度发展的必然。党对人大的领导主要是政治、思想和组织领导,即通过制定大政方针,提出立法建议,推荐重要干部,进行思想宣传,发挥党组织和党员的作用来实现;中国共产党在法治国家作为一个整体,既是领导党,又是执政党,一身二任,责任重大,惟有来自人民授权的人大对其进行监督,才具有最高的法律效力性。着力培育和发展人大这种监督力量来实现对党的监督不仅是十分必要的,也是最为可行和有力的。

The party leading the National People＇s Congress （ NPC ） and the NPC accepting the leadership of the party is ChinEs social and historical development, and that is also the inevitable development in the world＇s political system. The party＇ s leadership for the NPC＇s is primarily political, ideological and organizational leadership, that is, through the establishment of major policies ,legislative proposals, recommendation of important cadres, ideological propaganda, the Party exerts her function of organization and party members. The Chinese Communist Party, in the nation of law as a whole, is the leading political and ruling party and has great responsibility. Only the NPC, whose power is from the people＇s mandate, can supcrvise the party and owns the highest legal force. We must concentrate on training and developing NPC＇s supervision over the party. It is not only necessary,but also the most viable and strongest.
