完善现代金融体系 防范化解金融风险

本文认为,金融安全是产业安全的核心,在改革开放中加快完善现代金融体系,在发展壮大金融产业中防范和化解金融风险,是一项关系经济全局紧迫而重大的任务。文章指出,完善现代金融体系是从制度上更好地发挥市场在资源配置中基础性作用的需要;完善现代金融体系是扩大就业特别是鼓励创业的需要;完善现代金融体系是提高自主创新能力、建设创新型国家的需要;完善现代金融体系是增加群众财产性收入的重要途径;完善金融体系是促进国际收支平衡的需要;完善现代金融体系是防范和化解金融风险的需要。文章强调,通过金融产业的迅速发展,一方面为实体经济的发展提供有力支撑;另一方面为防范化解金融风险提供保证。文章对如何加快金融产业改革和发展,提出了政策建议:一是要加强和改善金融调控;二是要制定一个金融产业发展的中长期整体规划;三是要尽快把我国资本市场做大做强;四是要调整银行组织结构;五是要重视发展保险业;六是要加强和改进金融监管。

The author believes that financial security is the core of industrial security. So, improving modem financial system in reform and opening up and forestalling and defusing financial risks in developing financial industry is a pressing task vital to the national economy as a whole. The improvement of modem financial system is the requirement of the improvement of capacity for independent innovation, balance of international payments, and so on. Accelerating development of financial industry can not only support for the development of real economy, but also support for forestalling and defusing financial risks. The author also puts forwards some suggestions on how to accelerate development and reform in financial industry.
