During the War of Resistance to Japanese Aggression the British government started to improve its relations with the Communist Party of China out of the consideration for safeguarding its interests in China. In order to effectively resist the Japanese aggression and avoid "being politically marginalized" by the Kuomintang, Zhou Enlai, who was in charge of foreign affairs of the CPC at that time, adopted the strategy of "seeking common ground while reserving differences" and improved considerably the relations of the CPC with the UK during that period through paying visits to and receiving the British ambassador in China, holding dinners and press conferences, and instructing the Eight Route Army Office in Hong Kong to strengthen its contacts with the British authorities in Hong Kong. This also laid foundation for further contacts and cooperation between the two sides.
