无标底招标的博弈分析

随着全球经济的飞速发展,在世界范围内已经逐渐形成了一个规模宏大的国际工程市场。对于国际工程项目,世界上普遍采用竞争性招标选择项目承包商。采用这种方式,业主可以在国际市场上找到最有利于自己的承包商,无论是在价格和质量方面,还是在工期和技术方面,都可以满足自己的要求。国际工程项目竞争性招标一般都采用无标底招标,而在我国,为了和国际接轨,也在尝试推行无标底招标。但是,在我国,这种招标方式还很不成熟、不完善,隐含着很多对业主不利的因素。所以,为业主设计一套科学合理的招标,无疑有很大的实用价值和应用前景。利用博弈论作为理论研究工具,建立了无标底招标的博弈模型,从理论的角度证实了无标底招标是优于有标底招标或复合招标的。

With the rapid development of the global economy, a large scale international project market has gradually formed around the whole world. Regarding the international project , competitive bidding is a general way to choice project contractor in the world. Adopt this way , the owner could find the contractor who is most advanta-geous to themselves in the international market, that means it is no matter in price and quality aspects, or in time limit and technical aspects could meet the demand better. But ,especially in our country, this bidding is immaturity and imperfect so that it implies some factors which is disadvantageous to owers . Therefore , designing a set of scien-tific and reasonable bidding mechanism for owners is no doubt to have very great practical value and application prospect. The Game Theory is used as the theoretical tool, set up no base price bidding game model, confirming no base price bidding is better than base price bidding and complex base price bidding.
