Summary of the researches in the past 20-odd years on the central supervision systems of the Qin and Han Dynasties

20世纪80年代以来,关于我国古代监察制度产生的朝代一般认为应为秦汉时期,但又有西周说、春秋战国说、东汉说等不同观点。论述了秦汉中央监察机构的设置(谏诤制度及谏官系统、御史大夫及其属官系统、丞相司职系统、司隶校尉等)、职权、运行机制及演变过程等方面的研究成果,对今天的政权建设也有参考价值。

As for the issue of the dynasty in which China＇s first ancient supervision system was officially made, there have existed different opinions since 1980s, including the beliefs in the Western Zhou Dynasty, the Spring and Autumn and Warring States, the Eastern Han Dynasty and so on, is generally acknowledged that China＇s first ancient supervision system was officially made in the Qin and Han Dynasties. This paper discusses the achievements of the researches on the establishment, functions, operation mechanism and evolution process of the central supervision organizations of the Qin and Han Dynasties, which can be used for reference to today＇s government.
