上海实现战略转型的方向和目标是建设全球城市。未来五年上海建设全球城市必须以实现"四个率先"为抓手,实施开放引领战略、服务主导战略、区域互动战略、网络化扩散战略和人才集聚战略;解决城市创新、城市形态与布局、城市文化提升、城市和谐、城市治理模式创新和发挥世博效应等问题。

The direction and aim of Shanghai＇s strategic transition is to build a global megalopolis. In the coming five years, Shanghai has to start from ＂Four Leads Strategy＂ then implement the Opening-up Leading Strategy, Service Leading Strategy, Regional Interaction Strategy, Network Spreading Strategy and Talent Gathering Strategy. At the same time, solve the problems of urban innovation, urban forms and layout, urban cul＂ ture＇s enhancement, urban harmony, urban administrative mode＇s innovation and making full use of the Shanghai Exposition etc.
