发展农村基础设施,资金问题是关键,仅靠政府主体难以达到农村基础设施长期稳定发展的目标,大力引进民间资本进入农村基础设施领域已成为一种必然趋势。但是,民间资本进入农村基础设施领域存在体制环境、融资方向、市场退出和自身素质等多方面的障碍。

Only the governmental capital can hardly meet the development of rural infrastructure. If we want to settle this problem, we must induct private capital into rural infrastructure when we increase the rural infrastructure investment. There are many obstacles such as administration systems, policy condition, financing problems, exiting mechanism and self-quality when private capital is invested in rural infrastructure.
