The paper focuses on description of development of electric power enterprises in Britain, France, Germany and America following the market-oriented reform of their electric power sector. From deep analysis on the structural change of the electric power industry in these countries, it is concluded that the oligopoly structure is a stabilized form that the contemporary electric power market takes, which is more effective and more standardized at a higher level. As China＇s power enterprises are comparatively weak in international competitiion, China should cultivate the technological competitive power of its state-owned electric power enterprises, and constantly elevate control, influence and impetus of its state-owned economy in the electric power industry in an effective way with the support and guidance from the government.
