在城市同质化日趋严重,城市问题层出不穷的今天,城市学家们对城市"异化"的担忧越来越强烈。作为城市建设和发展主导力量的城市政府如何在纷繁复杂的城市现象和问题中抓住症结,建设、管理好城市,是对城市政府执政能力的挑战。本文将从追问城市本质问题出发,审视城市的基本功能,分析城市政府的角色问题,希望为探讨新时期我国城市政府的职能定位问题提供一个新的思考角度。

Nowadays almost every city steps into one model, which results many urban problems continuing to emerge. Hence it is of great concern for scholars to think about urban metamorphism. As a main role in urban construction and development, it is of a huge challenge for a city government how on to catch key problem given such complicated context, and how to sustainably construct a city and mange a city well. This article, based on the analysis on the essence of a city and its urban basic functions , aims to propose a new perspective on the orientation of Chinese city government＇s functions in the brand new century.
