民间组织与反腐败——理论背景和国际经验分析

Non-Profit Organization and Anti-Corruption:Theoritical Backgrounds and Analysis of International Experience

民间组织已成为世界各国反腐活动的重要力量。本文重点分析民间组织反腐活动的理论背景和国外民间组织的反腐实践经验。本文认为,市场失灵和政府失灵、集体行动的逻辑、社会资本和治理理论可以为民间组织的反腐活动提供理论依据。从国际经验来看,民间组织可以在政策制定和廉政立法、举报和监督腐败行为、调查廉政指数、影响政治选举等领域起到十分重要的作用,从而有效地推动国家廉政体系的建设。

Non- profit Organization（NPO） became important forces in the world anti -corruption. This article focuses on theoritical backgrounds of anti - corruption acticities and international experiences of NPO in various countries. The author argues that theories of Governmant failure and Market failure, Logic of Collective Action, Social Capital, Governance could provide the- oritical backgrounds to NPO＇ s anti - corruption activities. With the review of International practice, we can see NPO could play an important role in building National Integrity System by attending decision making and anti - corruption legislation, reporting and monitoring corruption, evaluating the Corruption Perceptions Index and influencing political election.
