区域经济可持续增长与人力资源支撑能力研究——以河北省为例

Study on Sustainable Growth of Regional Economy and Human Resources Supporting Capacity——A Case Study in Hebei Province

资源消耗过度、环境污染严重、产业结构调整和升级缓慢的经济增长是难以持续的;区域经济的可持续增长必须以大量的、高素质的人力资源做支撑以及包括教育、科研、信息技术、金融服务等第三产业的快速发展为基础。分析表明,目前河北省第三产业发展缓慢,人力资源支撑能力明显不足,尤其是高素质人才相对短缺,专业人力资本存量较低。为此,河北省应加大教育投资力度,加强人力资源开发,为实现经济可持续增长提供强有力的支撑。

It is difficult to keep successive economic growth in the condition of excessive resources consumption, serious environmental pollution as well as backward adjustment and upgrade of industrial structure. The sustainable growth of regional economy must be supported by a large quantity of high - quality human resources, and based on rapid development of third industry, such as education, scientific research, information technology, financial services and so on. It is indicated that current development of third industry is slow in Hebei, the supporting capability of human resources is obviously insufficient; especially short of high - quality personnel and professional human capital reservation. Therefore, Hebei should increase investment in education and reinforce the development of human resources, which could provide enough supports for promoting the realization of sustainable economic growth.
