Collective Forest Tenure Reform in Chongqing Municipality

通过对重庆市巴南区和铜梁县的调查表明,重庆市集体林权制度改革在贯彻实施森林分类经营、明晰产权、培育林业市场、创新森林资源保护机制等方面取得可喜成效;但也存在林地流转不规范、森林资源抵押贷款制度缺失,林业风险防范机制不完善、林木处置权得不到落实等问题。针对问题提出了健全林业发展的投融资政策体系,健全保障村民知情权、参与权、决策权的改革机制,支持新型农民林业合作经济组织等7项建议。

Taken collective forest tenure reform in Chongqing Municipality as an example, and through the investigation in Ba＇nan District and Tongliang County, the paper holds that Chongqing Municipality has achieved gratifying results in the implementing the operation of forest classification, clear property rights, foster forestry market, innovate forest resource protection mechanisms. At the same time, the paper pointed out the main problems with the circulation of non-standard woodland, forest resources mortgage system deficiencies, imperfect forestry risk prevention mechanism. According to the problems, it proposes the development of a sound investment and financing forestry policy system, improve the protection of the villagers the right to know to participate, to the reform of decision-making power mechanism to support new types of rural forestry cooperative economic organizations.
