Organization Characteristics and practice of Chinese Peacekeeping Level II Hospital in Lebanon

目的:本文探讨首支驻黎巴嫩维和二级医院的编成与展开。方法:对比分析联合国与中国驻黎巴嫩维和二级医院人员、设备和基础设施等编成。结果:中国驻黎巴嫩维和二级医院在人员、设备和基础设施等方面超过联合国标准二级医院,在提供二级卫勤保障的同时开展了专科医疗服务,实现了部分三级医院的功能。维和二级医院的编成可参照联合国对维和二级医院的编成要求,由派遣国根据被部署国家及所在任务区的具体情况、当地流行病和多发病的特点等进行调整。结论:维和二级医院编成应符合联合国基本要求,根据具体情况作适当调整。

Objective：Chinese Peacekeeping Level Ⅱ Hospital was sent out firstly to Lebanon to carry out mission of Peacekeeping and medical support in United Nations（UN）. It is very important for forging medical support team, improving ability of medical remedy in self - sustaining and achieving experiences on deraigning abroad. This paper study organizational system and practice of first Chinese Peacekeeping level Ⅱ hospital in Lebanon. Methods： To contrast personnel equipment and basic establishment of Peacekeeping level Ⅱ hospital between United Nations （UN） and China. Result：Chinese Peacekeeping level Ⅱ hospital in Lebanon exceeds Peacekeeping level Ⅱ hospital of UN standard in Personnel equipment and basic establishment, it can not only provide level Ⅱ medical support of UN standard but also provide specialist medical consultation services, particularly in areas like Internal Medicine, Infectious Diseases, Dermatology, Psychiatry and Obstetrics and Gynecology. According to the organization requests of UN, the conditions of the war, the hostcountry local epidemic and familiar diseases characteristics, the assigned country may adjust the organization properly. Conclusion：The organization of Peacekeeping level Ⅱ hospital must consistent with standard of UN, The basis principle of adjustment is that it must achieve the mission of Peacekeeping Level Ⅱ Hospital.
