治理高校商业贿赂工作的思考与对策

Reflections on regulating commercial bribery in higher schools and countermeasures

根据高校基本建设、物资采购、财务活动等日常工作运行过程中存在的商业贿赂现象,就其发生的区域进行梳理,概括高校商业贿赂现象具有存在普遍性、区域集中性、活动隐蔽性、贿赂多样性、人员广泛性的特点与规律。从利益诱惑、教育缺失、制度缺位、监督软弱与惩处乏力等方面的成因进行分析。提出从教育、制度、监督与惩处等处着手治理高校商业贿赂现象的对策。

This paper studies the commercial bribery phenomena in the routine work of infra-structure construction, goods purchase, financial activity, etc. in higher schools. Bribery is prevalent, local and covert, diverse and populous, and its causes are benefit temptation lack of education, no regulations to obey, weak supervision and mild penalty. After the analysis, counter-measures are put forward involving the aspects of education, regulations, supervision and penalty.
