杭州市社区卫生服务双向转诊现况调查研究

A study on present situation of two-way referral of community health service in Hangzhou City,Zhejiang Province of China

目的了解当前杭州市社区卫生服务双向转诊运行的状况,并提出对策建议。方法采用问卷调查方式,对杭州市502名社区医疗机构和医院的医务人员进行了调查和访谈。结果医患双方对双向转诊的知晓度低;患者对社区卫生服务信任度不高;社区卫生服务机构与上级医疗机构的经济利益问题是社区卫生服务双向转诊运行的难题;有关双向转诊运行制度需要完善。结论社区卫生服务双向转诊运行需要从多方面加以引导和规范,要建立双向转诊运行的机制和政策。

Objective To achieve the information of present situation of two-way referral of community health service in Hangzhou City. Methods 502 medical staffs who worked in community health service organizations or hospitals in Hangzhou were investigated and interviewed. Results Medical staff and patients knew little about two-way referral, and patients did not believe in community health service very much. Economical interest conflict was a big obstacle to operation of two-way referral of community health service, and the operation system of two-way referral needed to be consummated. Conclusion It needs multiple measures （including standardization, guide and establishment of mechanism and policy） to develop the two-way referral of Community health service.
