中外公用事业投融资模式中政府职能对比研究

Contrastive Research on Government Function in the Investing and Financing Modes of Public Utility in China and Abroad

通过对国外几种典型的公用事业投融资模式的对比研究,分析了目前我国公用事业建设中政府定位存在的问题,提出推进和深化公用企业改革、确定和规划项目属性、鼓励和发展非政府行业机构以及建立和健全监管体系等转变政府职能的相关建议。

This paper analyzes the problems of government localization in Chinese public utility construction at present through the contrastive research on several typical modes abroad, and brings forward some related suggestions such as pushing forward and deepening the reform of public utility enterprises, confirming and differentiating the project attribute,encouraging and developing the non-government industry organization,building and consummating the supervision system and so on.
