International Comparison of Land Development Rights' Transfer

摘要 土地发展权的应用依各国具体情况而不同,发展权移转是一种以市场为基础的新的土地使用管制工具,作为分区规划管制的补充,在世界各国已经得到越来越多的应用。我国可以利用土地发展权移转机制来保护耕地和农民集体土地所有权权益。 According to different countries, the applications of land development rights are different. Development rights transfer is a new way of land management based on the market. As a complementary way to the district planning, it has been using in more and more countries in the world. Therefore we can use the mechanism of land development rights transfer to protect the farm land and the collective land ownership of farmers in China.
