论长江干流地区经济协调发展

THE COORDINATDE DEVELOPMENT OF ECONOMY IN THE REGION OF MAIN STREAM OF THE YANGTZE RIVER

长江干流上中下游地区经济差距正在逐步扩大、欠发达地区、发展中地区与发达地区并存。区位和政策、经济基础、资金和市场、教育科技水平是形成这种差距的主要因素。今后需分工合作、优势互补、上下联动、共同发展。具体说来，即贯彻和落实国家关于区域经济协调发展的政策和加快中西部地区发展的战略；抓住浦东开发和三峡工程上马两个契机，推动干流地区经济合作与发展；加快产业结构的调整；重视上游地区城乡协调发展；在上游地区积极培育区域经济的生长点和发展轴；在微观上实行反梯度推进战略；发挥区域协作组织的作用，实施"一帮一"工程；加上上游防护林带建设和上中游的水土保护工作．严格控制有毒物质的排放．加强环境整治工作和灾害防御能力建设。

There are three types of regions in the Yangtze river area: the undeveloped region, the developing region and the developed region, and disparities among them are becoming larger and larger. In our opinion, the location factor and states policy, the economic foundation, finance and market, the level of educatio n, science and technology are the main causes of the disparities, and through using the superiority of each region, the inter- regional labor-division and cooperation are needed in the future. In order to realize the coordinated development of regional economy, there are several concrete measures as folloeing:1)Carrying out the state's policy about coordinated development of regional economy and the strategy of increasing the development of the mid- west China,2)Catching the chances of the opening of Pudong and the Building of the Three Geoges project to promote the economic cooperation and development of the sub - regions.3)Speeding up the adjustment of industrial structure.4)Paying more attention to coordinated development of the cities and countrysides in the upper and middle reaches.5)Cultivaing actively regional economic growthing-point and development -axle in the upper reaches, carrying out the antiscale strategy.6)Exerting on the role of regional coordinating organizations,carrying out'one - help - one' project.7)Paying more attention to planting shelter- forest and conserving water and soil in the upper reaches, controlling strictly the emission of poisonnous material, speeding up the environmental renovation and improving the ability of preventing natural adversities.
