摘要
在中国公共文化服务领域,长期以来在制度安排上一直存在着公共部门垄断、市场准入壁垒、寻租和公共福利损减等诸多问题。应当重新认识公共文化服务的属性,考虑其生产和供给的可分割性,直接生产与间接生产的可选择性等因素,建立公共文化服务的多种模式。本文认为,公共文化服务供给可采用政府"权威型供给"、市场"商业型供给"以及第三部门"志愿型供给"等,从而形成多元化的公共文化服务供给模式。
Section monopoly, barrier for market excess and decrease in public welfare have existed in the system of public culture service over a long time. The multimode of public culture service should be established based on the recognition of its nature in a new perspective, as well as considering the separation of production and supply, selectivity of direct production and indirect production. This paper aims at forming multifactorial model of public culture service by adopting authoritative supply of government, commercial supply of market and voluntary supply of the third section
