摘要
高速铁路需要巨额的资金支持才能实现,国外在发展高速铁路过程中,不断推陈出新,拓展融资渠道,转换融资模式,呈现出新的融资趋势。我国铁路客运专线的建设和发展同样面临着艰巨的融资任务,借鉴国外基本经验,需要结合客运专线未来的经营模式,积极探索扩大权益性融资的多元化融资模式,从行业管理、国家政策等方面提供相应的配套措施予以支持。
Construction of high-speed lines requires a huge amount of capital. In the development course of high-speed railways, foreign railways diversify financing channels and change financing modes, which brings new financing tendency. The construction and develop- ment of PDL in China face arduous financing tasks, too. On the basis of combining referring to foreign experiences with future operational mode of PDLs, CR shall explore diversified mode of equity financing actively, and provide corresponding auxiliary measures in terms of industrial management, state policies, etc..
