对于责任论,我们应该进行一分为二地客观评价,它有着符合西方内在逻辑的合理性,也有其私利的意图和制约中国的战略和策略因素。我国只能在我们能力允许的前提下,形成我们的有限责任。我们要在公正、合理的国际政治经济新秩序基础上,成为"新责任观"的共同定义者、维护世界秩序责任的分配者和共担者以及国际利益分享者、国际体系的参与者和建设者。

An objective evaluation on two sides should be made to the arguments for China's responsibility, which has its justification for conforming to the western logic and also includes its intension of private interests and strategic elements to check China. For us, we can only accept limited liability on the condition that our capability allows. We should become the common definer of the 'new concept of responsibility', the distributor and bearer of the responsibility to maintain world order, the sharer of the international interests, the participator and builder of the international system on the fair and reasonable basis of the new international political and economic order.
