“十五”时期青岛市利用外资存在的问题及启示

Problems and counter measures of foreign capital utilized in Qingdao during the period of 10th Five-Year Plan

“十五”时期外商投资对青岛经济发展做出了不可磨灭的贡献。但是,通过实证分析发现,与竞争城市相比,青岛在利用外资方面存在着单项规模小、第三产业利用外资比重低、外资利用效益不高等问题。为此应采取重视外资质量和效益,改变对外招商引资方式,积极引导产业投向,优化利用外资的产业结构等对策。

During the period of lOth Five-Year Plan, foreign investing enterprises have contributed greatly to Qingdao development of economy. However, by practical analysis there are some problems such as the small single scale, the lower ratio in the third-industries and lower benefit by using foreign capital in Qingdao comparing with the competing cities. In view of the above problems, this paper has put forward suggestions： thinking highly of foreign capital quality and benefit, changing the mode of attracting foreign capital, guiding actively industrial direction and making better industrial structure.
