On U.S. Counter Nuclear Proliferation Strategy and Non-Proliferation Policy

美防核扩散政策与反核扩散战略对国际核不扩散机制的兴衰和走向产生重大影响,在阻止横向核扩散方面发挥一些积极影响。但美国采取强硬方法推行其反核扩散战略,特别是实施"先发制人"动用武力,则往往对国际和地区安全产生负面作用。防核扩散近年来成为中美合作的一个热门领域和新的增长点,但中美在反核扩散领域存在一些政策分歧。

U.S. non-proliferation policy and counter-proliferation strategy play important roles in the development tendency of international nuclear non-proliferation regime as well as produce some positive impact to prevent horizontal proliferation. However, the United States adopts hard-line measures to pursue its counter-proliferation strategy and implements the strategy of 'preemptive use of force' in particular, which usually has a negative effect on international and regional security. In recent years, non-proliferation has become a hot field and a new growing point in the Sino-American cooperation, but some policy differences still exist in the counter-proliferation field between China and the United States.
