无论是为了在侦查工作中保障公民的合法权利,还是为了实现侦查工作的根本目的,都有必要明确设立沉默权制度。目前,我国已具备设立沉默权制度的环境条件,但还需要注意一些问题。

The silent right has not been accepted in our law system and scout practice nowadays. In order to protect the legal right of citizen as the scout object, during the scout task, it is necessary to establish the silent right system definitely, not only for the internal inquiry of scout task itself, but also to carry out the ultimate aim： the condition has possessed qualifications to establish silent right system in our state. For the realization of effect of silent right in scout task, some issues should be focused on.
