在中央提出的西部发展战略决策下，西部迎来了历史上发展的大好机遇。在当前西部发展的大好形势下，我们也要清醒地认识到，由于历史和地缘等原因，在西部发展中存在着的一些问题，诸如教育落后、高技术发展缓慢，干部队伍素质整体不高，生态环境逐步恶化等等。特别是教育与科技，严重制约了西部发展的速度，我们必须采取有力的措施，推动西部教育与科技的发展，促进西部的腾飞。

Under the strategy of West Development by the government, a good opportunity of developping comes to the western region. But we should also have a level head to the problems that exist in it ,and some of them are caused by the history,geography and so on. For example, the education that falls behind, the slow -moving technique development as well as the cadre members＇character and the environment. So now is the time to take actions to the key problems in order to realize the develop of the western region.
