摘要
1890年代末的英国由于相对实力的削弱,在全球各地都面临着其它大国的挑战,不同程度地威胁着英国的传统霸权地位。英国深感自己力量的局限,开始了在全球范围内的战略撤退,即通过与其它大国达成谅解或结盟的政策来缓解自己目的和手段的不足,其结果大大改善了英国在全球的战略地位。
Owing to the relative decline, Britain faced with the worldwide challenge to its hegemony from other powers in the 1890s. Britain began to conduct the strategic withdrawal to lessen the contradiction between its tools and ends through making alliances and understandings with other powers, which improved the global strategic status considerably.
