Building a guarantee mechanism to specialize the counselors＇ team in colleges is one of important measures of Document No. 16 of the Central Committee of CPC and a forceful guarantee to promote the construction of the counselors＇ team, so an advantageous environment and conditions should be built up to form a on-going long-period effective mechanism.
