摘要
教育是致学交流,是教育信息传递。教育公平,在表层和在起初阶段是机会公平,在深层和在后续阶段是质量公平。高等教育质量公平在很大程度上决定于高等教育信息公平,而高等教育信息公平又在很大程度上决定于教育信息传递畅通程度;信息阻塞导致信息不公平,信息不公平阻碍高等教育质量公平。高等教育预设质量目标达成度取决于教育信息公平程度;信息公平是高等教育质量公平的基本保障;打破信息阻塞是实现高等教育信息公平的必需选择。信息阻塞,有能级性、缺位性和隐藏性三种类型;可以通过提升教师学术道德消除隐藏性信息阻塞,通过培育教师责任伦理消除缺位性信息阻塞,通过增强教师课程开发参与度消除"能级性"信息阻塞。只有消除信息阻塞、保障信息公平,才能保障高等教育质量公平;只有实现高等教育质量公平,才能实现高等教育接受者生涯公平;只有实现高等教育接受者生涯公平,才能实现社会公平,达成社会和谐。
Education involves communication designed to bring about learning and the transfer of information. Education equity, at its initial stage, is opportunity equity; at its following stage, is quality equity. Quality equity of HE is determined to a large extent by information equity of HE which is determined to a large extent by the flow of information of education. Information blockage leads to information inequity which hinders quality equity of HE. The attainment of the preset objectives of quality of HE is determined by information equity of HE. Information equity is basic to quality equity of HE. To clear information blockage is the inevitable choice to realise information equity of HE. Information blockage falls into three categories: information blockage of capability (IBC), information blockage of attitude (IBA) and information blockage of motivation (IBM). IBM can be cleared by promoting teachers' academic morality; IBA by cultivating their responsibility ethics; and IBC by encouraging them to participate in curriculum development. Only when information blockage is cleared and information equity is ensured can quality equity of HE be ensured. And only when quality equity of HE is realised can students' career equity be realised. And only when students' career equity is realised can social equity be realised. Thus social harmony.
